The time change has provided me with a couple more info-bits... 1) I believe there is a white LED in the overhead switch panel that glows downward to provide some ambient light to the center dash. It's not on. 2) the right turn signal _sometimes_ causes the AC and radio backlights to come on for a few seconds like hitting the brakes does (hitting the brakes always causes this).

A couple of pointed questions... in my post #27 above, I call out the following item from the graphic--

Item #28 is labeled "SWC BKLT (2A)... sounds like "switch backlight" to me... but it has no juice on either side of the fuse with key off, key on, headlights off, lights auto, lights on.
Can someone pull this fuse on their car and a) see if the overhead LED goes out? And b) put a test light to the empty socket to see which side of the socket is hot (one side should be hot, the other side should be dead, and when the fuse is inserted, that's the bridge to get voltage to the dead side).

Are you 100% positive that you plugged each component back into the correct connector? I know a lot of connectors are the same and will fit components they weren't meant to be plugged into.

Have you checked the pins on each connector?

All pins were physically inspected as well as buzzed for continuity after plugged in (tap both sides of the plug, get buzz, means they're connected). The only 2 connectors that can be interchanged are the ESC and driving lights. I labeled them when I first took things apart for this reason.

Grrrrrrrr.

I drove my truck (in sig below) to work today. It has 8 circuits... max!

After consultations with a tech and my shop foreman our best over the internet diagnosis is that either A) Your BCM is shorted (because you state fuse 28 has no power) or B) You pinched the radio antenna ground wire (which causes all sorts of weird power feedback problems). FYI, Fuse 28 also feeds through the hazard switch. SWC BKLT is steering wheel back lighting, but also is for the SIR Coil in the steering column.

BTW see my Avatar for a picture of my shop foreman.

Thanks for checking with the crew. When I get some daylight this weekend, I'll take a look at these areas. When you indicate an antenna ground wire, is this a separate wire in the antenna "cable"??? Or are you referring to the ground that the antenna shield itself usually provides?

Give me what radio you have and I will give you the wire color.
