Did you ever confirm continuity in the + line. It's clearly not getting there.
1. Disconnect + from battery and fuse panel
2. Get any wire long enough to make it from the battery + to around the engine compartment.
3. Connect your new wire to battery+ with tape or something
4. Now you use your continuity tester between your new wire and the engine compartment battery+
Does this make sense? Like I said before, if your inline fuse didn't blow when your friend hooked the + up to the strut tower. The cable burnt from the massive amps it saw...it's seems pretty obvious. If you have a good battery and no power up front...it ends somewhere in between. Seeing as how only one wire does that. It has to be there

But if it worked just fine before I took it to the dealer then I figured that the wire was just fine????
But when I got it back from the dealer the battery was dead and the used a jump pack at the fuse box to get me on my way...
P.s. while running it had no power steering, I figured that was because maybe alternator wasn't putting enough amps or something?
But when I got home I found out the battery was full just now there was no power getting through the wire.....

I'm guessing it was probably a yard kid or someone other than a REAL technician, that used the battery booster . I suspect when they used the jump pack and hooked it to the fuse box, they did it INCORRECTLY. That is why your power steering doesn't work. the fuse was blown.

The EPS fuse is most likely blown, ergo no power steering
You will have to double check all the power cables locations under the hood and in the spare tire area by the battery, somewhere a wire is either not attached or a fuse is blown!

I'm not trying to explain that. I'm explaining what happened. BUT......
PROBABLY blew an inline fuse also. Do you have headlights, dashlights or any battery power to anything? There is a battery fuse back by the battery for example That would NOT allow power to come forward.

You had ECM/BCM issues. Took it to a dealer where they installed NEW parts. And now your HHR is back home with no power steering and no power going to the fuse box.
Is that about the gist of it?
What about the maxifuse next to the battery.
It is not unheard of that improper jumpstarts screw the fuse box up.
The Dealership techs DO NOT know anything specific to any model car. They went to a trade school, and slept through a few GM sponsored classes (and spent every dime of the per diem on beer).

when the car went to the dealer for new pcm i had a good 12volt connection from the battery to the fuse box terminal now the wire at the fuse box terminal has no 12 volt positive???
i checked the 50amp fuse next to the battery and it's fine so i am extremely confused as this is a new problem ...
