Key interlock problem

Key interlock problem

I have a 2007 HHR LT. When I turn the key to the off position it will not let me remove the key from the ignition. I removed the access plate on the bottom of the steering column so I can access the button to release the key. I also can shift the shifter through the PRNDL range without having to depress the release knob on the shifter. Has anyone else had this problem, if so could you let me know how to fix this problem. Thank you for any help you can provide.
