A 1/2 drive bar like the 25 inch bar from Harbour Freight and a 21 mm deep impact socket , it fits the top nut on the front struts also .

Yes, it is the passenger side.

I bought a 1/2" breaker bar and impact socket. The bolt still won't turn in either direction even with a pipe on the bar. I could try heating the bolt but I'm a little hesitant to use a torch to break the rust. I do have a heat gun though. Would that heat it enough?

Worth a try but I think it’s the bolt rusted in the bushing sleeve. Try soaking it from the top up under the car and just because I have done it , are you sure your turning the bolt in the correct direction? I get mixed up when it’s upside down, right the_shmoo ?

The direction can be confusing under the car. I turned the bolt counterclockwise looking up from the ground. So I was pulling the bar towards the front of the car to back out the bolt. I'm thinking that may be wrong. I did try in the other direction too but no luck.

When I sprayed the bolt I did put a lot of penetrating oil inside the cage as well as the bolt itself and the bolt head at the bottom.

No matter what your orientation counterclockwise is always counterclockwise and that always loosens a normal bolt or nut thread (right handed thread)

If this is the passenger side control arm bolt, and the bar is sticking out the passenger side of the car, then pulling the bar toward the front will TIGHTEN the bolt. You should be pulling The bar toward the BACK of the car.
