New Battery Installed Lost Radio and Sounds
There shouldn't be but one RAP relay. It would be in the interior fuse box if your car has the RAP system.

I don't know what you are looking at, I am looking at the fuse box labels for 2007, there is only one position labeled RAP relay; #32 on the BCM.
But, the radio is controlled by the BCM via the GMLAN, not the RAP relay. Fuse #23 is the only power to the base radio and it is hot at all times (not switched).

I agree Don. I just thought since the RAP provides power after the ignition is turned off, it "might" figure into the loss of power to the radio. Besides, it would be an easy thing to check like the fuses are.
I looked at the wiring schematic after you posted. I understand it a little better now.
Still think the OP should pull the radio and check for power at the harness plug to the radio. Easy job to pull the radio out.

Took it to dealer and paid $120 for them to try to "Reprogram" the radio. Did not work. Gave me estimate of $702 to replace the radio.
Went to BestBuy to see if they could install a radio. The guy put it in the computer and said they could. The harness and installation is around $200 and I pick the radio anywhere from $100 to $200.
Anybody have any comments or suggestions before I go with BestBuy for a new radio install?

Might there be a fuse on the back of the radio itself? I agree with firemangeorge, pull the radio and check for power. It'd be a shame to spend hundreds of dollars and still have the same issues.

Well time to put my money where my mouth is, I’ve got the 2007 LS 2.2 with the Panasonic seven speakers system.
I pulled the battery to clean somethings from the spare tire area, put the battery back in connected the positive then the negative, put all the plastic parts back , man somebody is gonna get a clean HHR. Locked up , went on with my day.
As reported yesterday, Sweetie took the HHR to watch a friend’s kids play softball.
She texted saying the turn signals were not clicking, she tried the radio and nothing,
I pulled the #23 and #6 fuse tested them , there is continuity at the red and white power wire in back of the radio and I checked the ground.
Anybody have any further ideas, is there a fuse inside the radio ? Is there a battery inside the radio ? I think if there is an internal battery to save the presets , if it’s dead that would possibly be the issue.
Oldblue is up for sale and I didn’t want to spend any cash on a new radio.

Even if there was a battery that is not how it would behave. Sometimes a lengthy time with no battery results in the station memory getting lost.
Check for 12V on pin #1 (red/wht) behind the head unit, that should be hot always. The on/off is controlled by the computer.
There are some Bxxxx codes that apply to the radio, if you can get an advanced reader. Need the code plus the extra digit if there are any.
You might check the maxi-fuse next to the battery since it seems to have something to do with working back there. I doubt it.
