No tail lights or license plate lights

My 2008 Shadow Edition HHR LT 2.2 is non-stop blowing #69 fuses when I turn on the headlights. I just noticed not having tail lights and license plate lights so I can't be sure when this started since I rarely drive at night. My brake and back up lights work as well as all dash and interior lights. Turn signals work, too. This girl is at her wits end on where to look next. I have someone that is good with car problems, but this has him stumped. Just need some possible scenarios to check out. HELP!

Check ground wire connections inside of the oval doors in the left and right rear panels, your bulb sockets may be burnt out, check them to.

Is there an electrical connector for a trailer hitch? Flooding, did water get in the car? Check in the spare tire well also.

No trailer hitch on this vehicle. I did drive through a bit of water yesterday but not that much. Just standing water on the road after rain.

All of the running lights are on fuse #69. That includes the markers. front parking, tails and license plate. One of them is shorting, probably some corrosion in one of the bulb holders.
