Ground is good from black fan wire to ground
I checked connections at right side of radiator mount and connections at the block

Well is there 12v+ at the hot side of the relay? If not you need to trace back. If so you need to trace forward.

Yes
+ 12 volts on one side of the relay coil
+ 12 volts on one side of the relay output

20 questions is getting boring now.
How about the coil circuit, if the coil circuit is getting + and ground when it's supposed to, Then you know which side of the wiring to inspect. Right?

The coil has + 12 volts on one side and no ground on the other
The ground is supposed to be supplied by the ECM pin 47

No ground from ECM to other side of coil
Have good continuity from pin 47 ECM to other side of coil at relay
In my original post I said I replaced ECM (used)with same results
I thought another bad ECM

Vehicle in shop now
Tech doesn't think it's the EC
Tech is trying to control fan though scan tool
He has Snap on and some others but none can send this command
Can anyone say what scan tools will do this ?
