Plastic Cover and brackets on fuel lines

I am having an issue removing the plastic cover over the fuel lines and the brackets/clips holding them in. They will not come off and the lines are rotten underneath. I've searched and can't find any insight and I'm about to permanently delete them if I can't figure I out I would really appreciate any help

You simply, gently pry the clips with a screw driver or a trim tool. New clips and that retaining piece are available still , I just used nylon tywraps to secure them after after I installed the new fuel and vapour lines
