Possible ECM Damage from OBD II Port?

[SOLVED](low battery issue). Hello guys I hope everyone is doing well. I Recently bought a Bluetooth OBD II scanner from Amazon that has over 2,000 5 star reviews for about 30 bucks. I need it to help diagnose a power steering issue. The shop I took it too for the embarrassing radiator flop I previously did was kind enough to give me fault codes and they were all related to the Power steering voltage and motor. Anyway, I downloaded the Torque app from Android which is recommended by the Device manufacturer and while Having it plugged in, the ignition in the "on" position but the engine not running, I left it there and was tinkering about, checking my coolant level after my earlier overheat issue and messing with my phone. It was linked via bluetooth to the OBD II device and I had to reboot my phone for some reason and all the sudden my dash lights start blinking on and off violently, the stereo ejected the CD, I could the door locks going on and off. like everything was on a relay. I shut the car off and then tried to start it to no avail. Just the violent blinking sometimes, sometimes just clicking. Could I have fried the ECM from the Scanner port?
