Rattle Under Steering Wheel ONLY WHEN AT STOPS, HOLDING CAR BY BRAKING
I have gotten a tire balance, replaced lower control arms, rotors, brakes, motor mounts, front struts, alignment.
The rattling sounds like its coming from the inside of the cabin, SPECIFICALLY, near the brake and acceleration pedal, but I know its steering related because when I brake, ONLY when I brake at stoplights, the rattle is present. Sounds like plastic rattling, but I'm not too sure. The rattle IS NOT there when I have the car in neutral or park. It is only when the car is in drive or reverse. I am not sure what it could be.

You could check the engine mount. There is a port in the passenger wheel well, if the bolt for the belt tensioner is sitting low, your mount needs replacement.
Also check for vaccum leak near the brake booster. There's a plastic elbow where the line attaches to the booster. This has been known to break.

Bottom line, something is loose. It rattles when idle speed is at it's very lowest speed, which is idling in gear and holding brake. You might just start wiggling things around under the dash, see if you can make something rattle.
Otherwise, get a helper to hold the brake pedal(or set the parking brake, wedge the brake pedal) and start investigating all areas of the car, because there are a lot of potential sources for a rattle noise.
