My first question, but not sure it is a problem with this new (to me) car. When my 07 LT is at a stop, the sterring wheel has effortless play for several inches each direction but is not noticeable when driving. Is this normal?

The electric power steering has variable assist, and is very strong at 0 mph. I can feel mine kick in (steering wheel loosens in my hands) when I'm about to stop and the steering wheel is not straight. It may be what you're experiencing, assuming there's no actual mechanical play in your steering (but that would be noticeable at pretty much any speed).
