Steering wheel doesn't center

If it is the power steering motor, the letter I got from GM said it would be replaced free of charge even if diagnostics were clean, and if I just wanted it replaced for whatever reason I had. But that's the Canadian version of GM.

that tip re WD40 on the universal joint may help diagnose the situation.

FMG: any turbos on those golf carts?

No turbos.
70 carts. 4 batteries and 4 tires each means 280 tires to keep up and tons of battery cables to do preventative maintenance on.

I had the exact same symptoms as you a few months ago. The wheel wouldn't center when you turned it about 90 degrees either way. I ignored it for a month and it started to get harder to turn the wheel and seemed to have hard and easy sections to turn.

It turned out to be the intermediate shaft u-joint near the steering rack. It had rusted and one of the bearings was very hard to turn.

I bought the intermediate shaft from Rock Auto and it has worked fine.

Thanks to everyone this helped a lot.
I sprayed down the lower U joint with acetone ATF mix. Let it sit 10. when I turned the wheel, it screamed all the way to the lock and back then silence. Hit it with some silicone spray and buttoned her up. Took a ride everything was back to normal.
So I ordered up the ISS it will be here Tuesday.
Again thanks to all who responded. I was barking up the wrong tree.

Mark the shaft yoke to the EPS motor to avoid the steering wheel being out of alignment.
Do not turn that steering wheel while it’s disconnected, you’ll ruin the clockspring!
It’s a 13 mm for the pinch bolts.
