Stuck odometer
We bought our new to us 2009 hhr lt1 last month with 100120 miles on it. The odometer has stuck at 100540 for the past few weeks. The trip odometer register milage with no issues.
Add to that I found an inspection form that lists the actual mileage at over 200 000. We used an old reader and the mileage checked out along with the vin when we picked it up. I'm wondering if the system was tampered with and now it's broke. I'm also aware of the state needing to get involved

If the instrument gets replaced and not matched to the BCM everything will work except the Odometer. The odometer mileage is stored in the BCM, so that mileage is the correct mileage.
Are you sure the odometer has registered anything?
You would be within your rights to go to whatever agency controls consumer protection in your state. To fix the issue you will need to go to somebody that can interface with the computer and knows how to get the VINs matched. You can't read the VIN stored in the instrument panel, it work something like the radio.
