If you cleaned the valve cover then cosmetically it's good. Any damage is done and cleaning the built up gunk on surfaces isn't going to do much for your mileage or anything else other than making you feel good. Using good synthetic oil will by itself gradually cleans the surfaces while still maintaining good lubricity.
The problem as mentioned before is probably with your piston rings. Very hard to clean up without disassembly.
I would remove the spark plugs, pour Berryman B-12 Chemtool into the cylinders and let sit overnite or until drained empty from the cylinders. This should loosen up the carbon sticking the rings and subsequent firing of the engine should loosen more carbon and remove enough to free them up. It may take several attempts. You should change the oil afterward and then try running it hot and hard.
If not the Berrymans then at least a 1:1 mixture of acetone and tranny fluid or even Seafoam, but the B12 has very good cleaning solvents.
Remember your goal is to free the rings and not cause any bearing or surface damage, cosmetics don't matter.

In the past I've had very good results using Seafoam* in the oil, as per the can. It works, And agree your cover does look 'coked up', so patience would be key.
The ATF does work well also. My Dad was a big fan of that.
