Winding Passenger Side Front tire

I have winding on the front passenger side. There is no play in wheel hub bearings. Brake pads look good. At a loss here

What the heck is "winding"? Do you mean WHINING? Like in a whining noise.

almost like a rubbing sound, whining could work I guess.

Or like a helicopter? Like wind noise? Do you have brand new or very old tires? hubs can make noise without play. They can go bad long before they have play, and when they start to have play enough to allowed you to notice by pulling on it they need IMMEDIATE repair, or they will get worse and worse until one day your car will look like the Delorean on Back to the Future.

The acceptable end play on the bearings is only .0015 inch, so you wouldn't feel it by hand.

Do you hear the sound when not moving, could be the flex pipe.
