I laughed when I thought of it too, but I could really see it happening. Hell, I attempted to drive halfway across the country for a 2, 3 hour meet up in a car that didn't want to work. I know that has nothing to do with moderating, but it shows my determiniation.

I used to be a moderator on an MSN group and there were 5 of us and each of us had specific duties we had to perform. One of those duties was sending an email to each new member when they joined, asking to verify that they had indeed joined the group. If we got no response or the email was returned as undeliverable, we removed them from the group.
Doing that may be a little time consuming, but it weeds out the people who aren't really interested in participating. We would rather have had 200 active members than 500 that didn't post or could be spammers.
Spammers can be very annonying I agree...but we have gotten a few laughs at their expense while waiting for the posts to be removed.

I used to me an "online moderator" for MyCoke.com back when it was CokeStudios.com. That was a hard job finding people who were scamming, stealing accounts, hacking, etc.
Needless to say I left that job. Still have an account there though. :)

no need to verify email by hand...vBulletin will do it for you. It also has image verification to keep bots out.
Its doesn't stop an individual with a lot of time and a fake email from posting and then leaving though.
