I live in PA, so far there isn't anything like that here that we are aware of. I have the dealer plate Frame, (some Do cover some state information), still on mine, (unless you are talking about a Whole plate cover, that May be different, but still unsure if it is illegal let alone a misdemeanor.) When I got pulled over on Saturday, the state trooper had no trouble reading my license plate information, As he wrote out My ticket.
Made a quick check of the statutes in PA, and he could have written you up on an equipment violation if the numbers on the plate weren't legible from a minimum of 50 feet. Obscuring the state name or validation stickers is not specifically prohibited although full license plate covers are. The laws vary widely by state, its just always a good idea to have the plate/plates legible, so you don't get another ticket added if you're pulled over.
I Failed to mention Why he wrote me out a ticket. He said he clocked me doing 73 in a 55 mph zone. I told him I thought I was only doing 60, so I Guess we split the difference as he cited me for, CHARGE- obedience to traffic-control devices. NATURE OF OFFENCE- Failed to obey the instructions of an applicable official traffic-control device.

He was in good mood, the fine for speeding would have been about $150-175 with the assorted surcharges, plus the other fees and costs. And then you get into the 4 points for being 15mph over or more, PA is bad but nowhere close to Virginia where they fine your butt off(isn't that right Mrs. 843), and then go for your first born child too.
I Had mt first born child (& only child) With me. Good thing he had his seat belt on, even though I didn't have mine. Which he didn't mention or remind me of when he told me to 'be careful pulling out'. That I thought was going to be Another fine.
It seems that Silverstone and Mocha Steel lend a bit of a stealth factor over some colors, its best to blend when making time. The median speeds here on the interstates are high compared to other areas, I logged the average speed the other day on the GPS from Kannapolis to Charlotte on I-85, it was 88mph. That's during non rush hour traffic, between 5 and 6 PM, there are places on I-85 and I-485 when I've been passed by earthworms while sitting in traffic.
I got pulled over here in Wisconsin for going 10 over last year. $175 fine and 3 points. In Green Bay, the flow of traffic is 10 over. Funny how every time I'm behind a cop or alongside one of them, they're always going about 10 over. Guess cops have their own set of rules. They're above everyone else.
Officially, law enforcement vehicles are required to obey all traffic rules and speed limits unless responding to an emergency. I have several friends both in local law enforcement and the highway patrol and they do run with traffic even if everyone is "speeding" in order to not impede traffic flow. To quote one of my friends, "If I drive at exactly 65, I'll have traffic backed up for miles behind me, so I fudge it a bit". He's also told me that if you pass a patrol car at a reasonable pace, not so fast you suck the lights and stripes off, they usually won't bother you.
