Auto Transmission Fluid Level Erratic

I have an interesting situation. I am having shifting problems with a 2009 SS automatic. I checked the fluid level by GM guidelines. The transmission had about a quart of fluid to drain before it stopped. After waiting a few minutes I wanted to see how much fluid it would take to start dripping from the hole. I added one quarter quart back to the transmission and the fluid would not drain. I again added one quarter quart and the fluid drained out just a little less than one quarter quart before it stopped and just dripped out. This does not make sense to me? I had the shift solenoids replaced five years ago. I do not understand how this was possible. The car was running and not moved during this process and was level. The fluid was nice and clean looking with no trash.

It is supposed to be checked warm engine running in park. Not running the fluid will be high.

If you pulled the plug with the engine off about a quart would flow out.
