"Circuit Low" means voltage. Wire or connector, maybe fuse.
Your reader needs updating I would not trust anything it says.

This was just with a $7 obd Bluetooth module and my tablet. Should I seek better diagnostics at a shop?

I've driven the car 500 miles so I assume any cleared codes would have popped back up by now?

As long are the cheapie dongle works, the reliability of the data will be driven by the app not the dongle. The apps typically offer updates periodically but not much about HHR should change at this point .

What app(s) do you use?

codes were cleared before I bought it. I didn't see this until I got curious with the obd scanner apps. So the red means it hasn't popped back up but the orange means it's current?

Thanks for the info. I'm using torque pro and scanmaster lite currently.

Stored is the same as historical, you had that code in the past, it went away. Pending means it hasn't quite set yet, they can sometimes help diagnose some other code that has set.
