Need some advise for Code P2261

Has anyone experience code P2261 - Turbocharger/Supercharger Bypass Valve - Mechanical if so What's the solution please.

The real name of the test is "Turbo Bypass Valve Stuck Closed". My guess is the bypass valve is stuck closed.
I would look at it to see what is binding, maybe a cracked vacuum hose.
