Overboost and falls off

Well I've replaced my boost solenoid. the one that is on the turbo. i am still getting the P0234 code. i got the solenoid from ZZP. https://www.ebay.com/itm/GM-Boost-Wa...8AAOSw4shX--cc
i pulled off my BPV to inspected and nothing looked out of normal. the spring had tension and the diaphragm gasket looked in good shape.
what other areas should i look at ?
