19s will fit with the proper sized tire, but the size you posted sounds like it would be too big. You also need the proper offset and width for the wheels.
I think 19x8.5 42mm offset wheels with 225/35/19 tires would be ok.

225's would be a bit narrow for a 8.5'' wheel wouldn't they? That's what I'm running on 7'' wheels.

I have 20x8.5 wheels with 42mm offset and they came with 225/30/20 and they were to narrow for the rims. I had to do some re search and ended up buying 245/30/20 which was wider and slightly taller. But the tire fits the rims good. If you do 19x8.5 you may want to make sure you do atleast a 245/35/19. Good luck i hope this helps. One thing i did notice is lack of aceleration with bigger rims.

you COULD get 225s on a 8.5 wheel, but you'd be stretch fitment like crazy. it'd be about like the 245s on my buddy's new 9.5 wheels on his STi. i'd say on 19x8.5 a 245/35R19 would probably be your best bet, just make sure the offset on your wheels it correct. also, the overall tire height should work out to just about right compared to stock tires too. to make sure you could use a tire calculator. just remember, you don't have a lot of room before contact is iminent with the lower spring seat on the strut up front.

And you will also loose a little in gas Mileage. I put 18" wheeels and Tires on my HHR and lost about 3 miles per gallon.

So you guys with 245 width tires havent had any rubbing/fender clearance issues?
I read somewhere that with 245 you had to roll the fenders.
This is a good tire size calculator: http://www.miata.net/garage/tirecalc.html

Thanks Guys for all of your responses all were very helpful im new to the car wheel thing so forgive me if i ask a dumb question. But is it necessary to add lowering springs to the hhr before putting on the bigger rims

Lowering springs will not make a differance. The strut tower will stay the same and is one of you main clearance issues with taller tires. A wider tire may make you roll your fenders though after lowering.
