I have had the Cooper CS4's but they are discontinued.
I have them on my SS (245/40/18's) for summer.
They seem to be great for straight-line traction at about 30PSI, and great for handling at 35psi, but cant find a pressure that's good for both.
They are great in the rain anytime.
Unfortunately, (or fortunately for me), I haven't had them in the snow (I have winter wheels and tires) to answer your question.

I think I would be concerned that many sizes are Made In China !!!
I had a Dealer check his stock and he looked at a 205/55/16 and it had Made in China on the sidewall.
Not on my car .....
I am about to pull the trigger on Toyo Ultra Z900 as a better choice for a Premium All Season tire.
Les Schwab handles them in my area and rate them very high.
I talked with 2 different Store Managers and they both ran them on their own vehicles.

I guess that's a matter of ones perception or opinion.
I am not sure if you know of or have an opinion about Les Schwab Tire but they are very highly respected around these parts. They only handle quality and their operation reflects that image consistently.
I have never found a Tire Business that takes care of their customers as well as they do and I've been around a long time.
I was in business competition with them just after they started up in 1952 and they have built there business platform from the get go on Extremely High Quality products, Service with Integrity.
Therefore ... I highly trust their opinions on the Technical questions that I have asked them on "this particular TOYO Built Tire" and specifically directed those questions to the Managers of each store. .....
Yes they could be Biased answers but I have personally known the one Manager for a long time and do not believe he would play games with me.
It is my understanding that Toyo makes this particular tire for Les Schwab but I have not looked on the Toyo site to see if it is in their line up as well.
I Personally do not trust any China Tire Product and see no reason to use them.
I have dealt with the better part of 25years handling the Junk China merchandise sent us in my Marine business.
Not so with the Japanese outboard motors and parts.
In the end It's to each his/her own, but in my opinion it's more Buyer Beware.
One last comment ... With Toyo you can drive on the tires for 500 miles or 45 days and if you do not like them you can return them to the dealer and get your full purchase price back .... Not like some tires companies that require you can return but must exchange for a different set of the same brand.

Interesting, I have been running Primewell tires on my HHR since I got it.
The dealer slapped the first set on when we bought the car. I ran them for a tad over 50,000 miles. Not bad for tires rated at 40,000.
When they finally went bald enough that I had to replace them the local Firestone shop had more. I ran the second set for almost 60,000. The front tires wore more than rears so I saved those and pitched the rears.
I have 4 new Primewell's on the car now.
My '05 PT Cruiser GT convertible is running Primewell as well.
I put a set of Firestone Firehawk {made in Korea from what I can determine} tires on the Neon last spring and they have around 20,000 miles on them and seem to be wearing nicely.

One more thing as far as Comparing the Cooper Zeon RS3-A and the Toyo/Schwab Ultra Z900 tire is that the tread mileage Warranty on the Cooper tire is 40,000 miles.
The Les Schwab Ultra Z900 is 60,000 to 80,000 depending on the size.
The smaller sizes would be 60,000 based on revolutions per mile.
That means not only do you get super performance but up to double the tread mileage warranty.
That factors into the overall cost of ownership during the life of each tire.
To be honest ... The All Season tires are just a go between for serious snow/ice driving. Some better then others.
If your main concern is Real winter conditions then I would go with Real winter snow tires.... i.e. Bridgestone Blizzack ... Firestone Winter Force or Michelin Ice 3.

I bought a set of used Blizzacks and steel wheels for my HHR two winters ago. Then someone with a razor knife decided the tires looked a lot better with holes in the side walls.
I sold them to someone who said they just wanted the steel wheels. I think he put tubes in them and ran them on his Blazer anyway.
I liked the Blizzacks real well for the short time they were on the HHR. My insurance man said I was 'covered' but the deductible would have been almost as much as the price of replacement tires.
I haven't bothered to switch wheels and tires since. {mainly because I don't have the other wheels anymore} The Primewell tires have pretty aggressive tread anyway. Handle snow just fine.
