Welcome to the site.

If you used the same sensor from the old tire, you won't need to reset it. As long as you put the new rim in the same location on the car.

How have you been resetting them when you rotate tires ? If you have been letting your local tire/repair shop do this service, then take it to them.

Welcome to the site! The other option is order up a correct key fob for your HHR

If it does not have remote start this one
Amazon.com: 2006-2011 Chevrolet HHR Keyless Entry Remote (Dealer Program Only) and Free W...: Automotive Amazon.com: 2006-2011 Chevrolet HHR Keyless Entry Remote (Dealer Program Only) and Free W...: Automotive
Does it have remote start code AP3 on the sticker in the glove box, Then this one

Owners manual should have instructions on how to! Of course I am assuming your talking about the (TPM) Tire Pressure Monitor?

Or, you can get a fob that includes the programmer.

There is no way to do it without a fob. There is a possibility that a GM dealership shop could do it.

I see that you have a 2008; there is a possibility that a fob just won't work without a GM dealership re loading the firmware. Some 2008 models had a glitch in the remote receiver.
