I have found a number of rims that are 16" and my 2006 has the 17 inch rims. If I change to 16 for the winter, what kind of issues will I have? This thing is terrible if it even sees a snowflake on the road, it comes up with Low Traction warning and barely moves. I need some decent snow tires!

The standard 16" tires are 215/55R16.
On my LS and LT HHRs I used 205/60R16 snow tires (Blizzaks). They are the same diameter as the factory size, but are slightly narrower (even better for snow) and cost a lot less than the factory size.
I found that good snow tires (Michelin X-ice, Bridgestone Blizzak, etc) made a HUGE difference in the HHRs. My 2006 1LT went from wheelspin and sliding everywhere with the all-season tires to great traction and very little sliding with snow tires.
The traction control just cuts engine power if it detects wheelspin, which can be bad sometimes if you are pulling into traffic and then suddenly no power.
