In the red circle the adjuster is still there! This appears to be the passenger side.

There’s not much to see under the dashboard top either. 
As FMG points out, the air bag has to be removed, I do not recommend that !!

These are my winter rims same lug nuts for the Cobalt SS rims I posted before.

Mike has black nuts and chrome nuts, be I think there’s a cream for both !
