Seeing as the water pump bolt gets torqued to 18 ft/lbs and the serpentine belt tensioner bolt gets 37 ft/lbs, possibly just tightening the lower 5 or 6 cover bolts will cure the problem

Use the 3/8 or 10 mm tool, put it on the fuel line, slide it up into the coupler, push the couple down to unlock the prongs , then push the tool up until it stops and the pull up the fuel hose fitting . Be gentle and patient
