The LNF engine computer uses a torque based model. If the requested torque at a certain point in the map is less than yeilded by the current setup, the computer dials back fueling/air until it meets this target. (provided no lean or rich condition exists) The calibration of the torque and airload tables needs to match the available capabilities of the current system to take advantage of improvements in air/fuel delivery. When the computer is reflashed (or battery is disconnected), and the requested torque is less than delivered, it goes through the whole disappointing routine again of learning to meet its targets of less than what is possible.

To be sure, I did hear that the GM tune removed the "learn down" but this could be a function of raising the torque demand above what stock components will deliver. I could be wrong about that. Using HPTuners, I will get what I set, no more, no less unless the setup can't deliver the needed air/fuel to meet targets. No reason to be discouraged. Tunes can be had on top of GM's upgrade if it doesn't entirely do it for you.

russruth Great picture of the ATEAM SS Van
MRT would be proud LOL

Mighty mouse I hear ya about the warranty and mods but for me With a 3yr 36k I am not taking any chances.Too many other toys I have to fix myself.
Its looking like the GMTU is in my future somewhere.Hell I probably cannot even pickup a tenth in my black coupe for that kind of money.
I got plenty of mods on the black car that for some reason took me out of warranty
lol.The last Time I had it in to the studebaker Dealership oh wait maybe thats the problem.

What is the average cost including installation on this upgrade?

Not sure if I have seen someone run a 13.99 with this upgrade yet but that would be nice.

You should hit anywhere from 21–24lbs with the stage 1

At most I have only hit 18 19psi. On the way home tonight, it hit about 15psi then lost boost and then when I got on it again it only peaked at like 9 psi.

I don't know if this applies to the GM tune, but I've noticed that after a (HPTuners) tune is flashed, the car has some strange quirks for 1 or 2 key turns. It is almost as is it is repopulating learned values to balance the new tables against actual sensor reads. You might give the car a try tomorrow and see if the boost has stabilized before you panic and return to the dealer.
