One year follow up, the 2nd O2 sensor is still in the spacer, out of the exhaust flow, no P0420 code.
The new catalytic converter bolted in and is performing well, there’s an improvement in throttle response, I believe due to better flow , with the larger diameter pipe and mandrel bends.
Would I recommend this, yes.
Would I do this for a performance gain , could be.
The spacer is not what stopped the code, I believe the new catalytic converter is the reason for that.

It was the new catalytic converter that cured the P0420, the old one was plugged up from the inability to burn off the oil sucked out of my valve cover.
