Thanks a lot for the responses. I guess I must have done something wrong again. My bad. One thing in my mind that I could mess up the tests was I didn't make sure the pistons were still at the same place after the test as it was before the test. I will redo the leak down tests again from a little before TDC to a little past TDC for #3 this weekend and this time I will take pictures of the engine camshafts.
In my previous leak down tests, the pressure I used was around 70 psi (+/- 10psi) from the air tank.
Test #1 at TDC then move #3 to TDC and test it then move #4 to TDC , test and you know what to do with # 2 .
Do not rotat the crankshaft counter clockwise
Or stick a borescope in there. They are less than $20 now.
You really don't need to do TDC, just look at the relevant cams, if they are not pushing the stems down they are closed. You don't care about the volume of air, just the PSI.

Thank you so much, Oldblue. I will do as you suggested.
BTW, the P0303 code was reported more and more often. Wondering if this observation could be helpful to the diagnostics.

Aha, that's a great idea. I think I will try both. No matter what turns out for my HHR, I am so glad that I get so many helps here.
Check the camshaft lobes. You should be on the base circle of the lobe and the valve will be closed.
You should hold the engine from rotating too when you charge the cylinder with air when at TDC.
Knowing that 1&4 and 2&3 are companion cylinders you could mark the crank pulley and front cover with paint when say #1 is at TDC. Rotate the engine 360* and now your on #4 TDC. The same can be done for #2&3.
Many thanks, Cat_Man_HHR. I printed this out just now so I won't forget the steps in the weekend retesting. This is very helpful.
I retested the compression of all 4 just now. 1, 2, 4 got around 210 psi. 3 got around 115 psi. I put a little oil 20w50 to the hole 3 and got 130 psi.
