We would call fire, spark . I still think the cams are out of time with the crankshaft. 180 degrees. The gears do fit and can be mistakenly the intake one on the exhaust cam and visa versa. But that’s apparently been looked at several times

Just to many things happening here for the problem at hand.
If the chains are installed correctly and the engine has low(?) mileage, compression should be higher than 90.
The OP says he has "Fire" but to start.
What does that mean ?
Ok here I go I'm going to tear this thing back down for the 4th time just to check myself again.even though I'm positive I'm in time.but let me throw this out there could my cam Phasers be out one way or another ? just asking since I've tried everything else

I do have a 2011 2.2 VVT engine

If you're going to tear it down again, PLEASE take pictures of the chain and the marks lined up. Like I said before, it may take many revolutions to get all the marks lined back up.
Maybe with the pictures posted in this thread someone can spot a problem that you didn't notice.

Yes we can see the pictures.
You show the marks for the cams.
Where is the picture of the chain on the crank sprocket ?
You show the damper is installed to the key on the crankshaft.
Why the pictures of the cams ?
