The code says that the use of "rotating, oscillating or flashing lights" are illegal even if unlit. I read this as having one way out for you: Get a light bar and remove the roating/oscillating/flashing mechanism, even if it means that you have to glue in some parts that were held with a mechanism before. Then remove all wiring so it can't possibly be turned on. The lights are now no longer rotating/oscillating/flashing lights.
Of course, you may get tired of fighting tickets in court, even successfully, that you receive from *****ly cops that aren't interested in the actual letter of the law. They'll probably just say the old line, "tell it to the judge".
Another option is a completely fake light bar using a wood or plastic bar with well-made vinyl decals that mimic lights.
