The printed circuit board must have a crack in it. If heat fixes the issue, maybe there are speedometer cluster repair shops that can fix that.

Why do you suppose you are required to enter a odometer reading on a change of title? Could it be a Federal consumer protection law?
I don't know what is meant by OD exempt.
Did the problem start soon after that?
Since the lights work, but the information supplied by the ECM doesn't I would suspect connectors/pins, maybe in the ECM connectors.

Started years after recall.. everything works after warm up...I should reset the oil warning but keep forgetting to.
engine light is for canister between fuel tank and rear axle emissions thing.
tire psi light I pulled those out when changing to 15-inch wheels.
“Exempt” means that a vehicle’s odometer reading report is not required for a sale to take place.
Vehicle models from 2010 or earlier are exempt,
while those after 2011 will become exempt when they reach 20 years of age.

If it gives me to much trouble It'll become a 400hp V-8 on a s-10 chassis.. Already have that here...

There is a place on ebay that offers speedo repair service for about $129.
Here is the NHTSA publication. I didn't know there was a 10 year limit, let alone the new 20 year limit.

Cluster has never been replaced or even removed till now..
will work fine after driving with heat on for a period of time..
being in Florida that's rare.. I do also have radio problems started with display doing
wild random things yesterday had a time of 4:96 music went out ages ago..
pulled dash to replace radio (had wrong connections) so visited cluster to check connection.

And mileage is 100% legal if checking box "unknown mileage" on both title and Federal Odometer Statement form.

Mine did the same. Cold was 60° or colder. Would work when sun came out, then worse and worse over time until gone forever.
