In your original post you only have one part number. That part number seems to be for all HHR LT/LS. Is that the number in the car now or what you think should be?
The only difference I can imagine would be indicators for the rear cargo panels. I don't know if there are such.
I don't know what the difference is between 2006-2007 and 2008-2011 is either except maybe the TPMS and ESC warning lights.
The DMV and the state attorney general care about the ODO.

He did what I (am likely no longer thinking) 140 ss window in a LT panel..
My cluster idiot lights all work just not fuel temp RPM MPH till heated by defrost or dash vent closed on heat ...
I believe built before 2011 are OD exempt after must be 20+ year old for exemption.
245x60x15 adjustable coilovers all corners.
don't know if that matters to the GOVT agencies..

I'm going to guess that is the part number for the housing only. Would explain why the SS part has the same number. A part number from the manufacturer, then somebody puts the parts together into an instrument cluster.

The "Tool #" that is below the part # is the serial number of the mold that was used to make the injection-molded housing. That allows the housing manufacturer to trace each part back to a specific mold if there is a problem.
