2008 hhr eng pwr reduced

I'm confused where the title says "Without Scan Tool" but step 6 says "with a scan tool"
What if desired vs actual RPM are not with in limits ?
Do the relearn over ?
Asking to learn, not to be a PITA.

Update. Here is a better picture of the catalyst label
I started the vehicle and had no ‘eng pwr reduced’ display this morning.
I drove it to Auto zone to check the battery. They said it was a bad battery. We purchased a new one. The code reader gave us the same codes.
I took it to Pep Boys for a readout but they said the person who does it was not available. I drove it home and noticed that it had little power and I pulled over and turned it off and started it again. It ran fine for about 40 miles without any issues.
The car also has a static shock whenever you touch the outer surface.

This is a new one. I don't recall anyone with the same problem.

A very wild guess here.
OP is located in Phoenix which has low humidity and arid conditions. Right elements for static buildup. Now, if the car was somehow grounded to earth
( a bare wire maybe hanging loose and touching the ground) then you could possibly get a static shock when touching the car.

Yeah. I know. This one is one of those thoughts from waaaay out in left field.

As a suggestion, before throwing parts at it, clean the throttle body.
One parts palace says it’s a bad battery, so maybe that’s the problem, throwing the throttle body into a faulty type mode.
From my experience, replace that battery and clean the throttle body, remember do not move that butterfly plate , you might just strip the plastic gears out of the throttle body.

This is why I sent you the manual..

You can do it wuith a scan tool, the difference is you monitor live data.

If for some reason it does not settle down you go drive it at over 45 MPH for a couple of minutes.

Battery could have been the issue... Having a parts place "read the codes" doesn't clear the codes. (there's a difference)

Most parts places aren't allowed to clear codes anymore, so that's why they are still there.

Update, I replaced the battery with a new one and the throttle body unit as well. I ran the scanner again and the codes disappeared. The ‘eng pwr reduced’ display also disappeared. I hope this fixed the problem.

On a side note, I replaced the battery first and all but the P0300 codes disappeared. Thereafter, I replaced the throttle body unit and the last code disappeared.
