adjusting headlights

ok so I need to adjust my headlights...my driver side is too high and im blinding people. I used the adjuster screw in the engine bay but there is no difference in level of light...what am i doing wrong? I turned it both ways like 10-15 turns each and its still the same

My first question is why is just the drivers side too high ? If the adjuster screw has popped out of it's bracket, this may be the reason the light is now too high.

Haven't really studied the HHR headlight and adjustment system, but I have replaced and aimed many a headlight over the years in different vehicles. I've seen many broke tension springs, brackets, etc. that can effect the aim.

There are a couple of pivot points inside the light that the reflector is attached to, don't know how they got loose if you didn't crack open the case. I have had to go back in and make sure they are seated properly, when building a set with projectors. I also had trouble adjusting them till I found the right tool.

I have never taken the housing apart so it should all be intact. Ever since I put in HIDs the driver side has always been high. I've taken the housing off to make sure its seated properly and it is.
Shocks and ride height is fine.

How do we know of the screw adjust or has come off?
