Adjusting Brakes

Mechanic A says if the rear drum brakes are not adjusted properly it will cause extra wear on the front disc brake pads.

Mechanic B says not so because the PROPORTIONING VALVE will compensate and apply equal pressure to all 4 wheels, and NO premature wear.

who is correct?

Mechanic A
or
Mechanic B

Mechanic A.
Mechanic B needs to go back to school.

The proportioning valve does not adjust to compensate for this. It is a "set" proportion for the lack of a better term.
