Block of wood.
Years ago I had a short term job working on county school buses. Many of the older buses actually had a block of wood bolted on the underside of the gas pedal.
This was the counties idea to slow down some of the speeding bus drivers.
Funny, but true.

I'm guessing he wants a way to limit the top speed, that the intended driver cannot easily disable.

... that block would work as long as the driver isn't a carpenter .............. :)

I live in a "right to work" state; no unions here. Anyone can touch wood.

The Good Ole Block of Wood sounds good but it has it's short comings as well.
1. How fast do you want to get to the desired speed. You would not be applying 100% full throttle.
2. You would be setting the conditions for that speed by the road and weather conditions based at the time of installation, and if you set it based on a level hiway, the throttle position required may change when encountering any incline or decline so your speeds will vary.
