You might want to consider buying the 2 cloth ones I have For Sale and have them covered with leather or a matching vinyl.
Or maybe just use them as is.
You would be buying mine for practically nothing and these are available now.

I realized as I was about to drive off the lot for the first time that the radio antenna wasn't there. The salesman said he couldn't find it and I was out of luck until they could find out what happened to it. I had to go find the sales manager and convince him to take one off another unsold vehicle. Hope that person got one.

My sales guy walked over to another HHR and just took it off, let the next guy have a problem. My HHR was used, the donor HHR was new.

It might come down to can you prove they were missing when you picked it up or if they are a caring and ligit dealership they might make it right..

well unfortunately i was not there when my dad bought it but i did pick it up and i didn't even bother to look back there well enough lessen learned and i've contacted them before letting them know my back seat headrest where missing and the previous owner works at the dealership and the 2nd time i talked the person who answers the phone when i call and she like well there probably gone by now didn't even bother to see about getting some replacements for me i was already unhappy at the fact they came with only one key no keyless entry remotes and the salesmen didn't even bother to offer me a free 2nd key which i though they should done it since we paid the full amount for the car upfront but i'll call the dmv and see what they say hopefully i'm not too late i've had the car since may but i don't really have any proof of head seats missing when i bought the car other then my uncle noticing on the 4th day of me owning the car

May that was 8 months ago I doubt you will get very far with the dealer after this length of time especially since it sounds like you dropped the ball getting back to them after first bringing it to their attention the "she" was probably right about them probably being gone when you phoned the second time grabbing whatever ones you can would be a good move at this point.

It is Federal law that the headrests be in the car when it was delivered to you. Local has nothing to do with it.

The dealer should be informed (nicely) that they may be in violation of the federal law referenced above. If you go in with facts and law numbers and you are reasonable things get done. But, don't bother talking to anybody lower in the pecking order than the General Manager, the salesman and the closer will give you a boat load of BS.
Yep, Federal law requires that dealers deliver any car (new or used) sold with all the factory installed safety and emissions equipment properly installed and functioning.
