Is this a good deal?
Honestly they would be making a lot getting $19k cash. If you have the ability to offer cash you have an advantage. I'd offer something like $18k - $19k out the door (that includes all taxes and licensing fees which would add up to several thousand depending on your tax rate)
I have been talking to a Chevy dealer about a 2009 LT2. I was mostly interested in ABS brakes, 2.4 engine, automatic shift. The car they have has that and has 3800 miles with "every conceivable option" and in "perfect condition". Leather seats, sunroof, running boards, etc. etc.
The only thing missing is a block heater - we live in a cold winter area.
Is 19,900 a good value? Should I offer 19,000 cash?

Find out how much they want for extras like document fees. Offer $18,000 incl. fees and leave your phone number. Don't go higher. Salesman might say he would have to check with manager .... then get back to you and give a better figure. By two days later, both you and the salesman will know if there is a price that suits.
Also, you can finally agree to a price including installation of an engine heater Tell him the vehicle is no use to you without one.
