They will probably never come out for the HHR. There would be nowhere for the red lens that has to be over the light. Those are for if you have a whole lens housing, not a single red lens over the light.

I'm pretty sure that you don't have to have a red lens(I could be wrong it's been a minute since I've researched this topic) on the back because we have the red reflectors in our back bumper.

You have to have a red cover over your tail lights in every state. Your brake light can not be a blinding white light, think about it you would blind people behind you everytime you hit your brakes. Have you ever seen that on a car? Even clear Altezas have a red lens over the light because it's DOT mandated. I'm sure you have seen the cheap a** person rolling around town with the cracked tail light and red plastic or tape over it. That's so they don't get pulled over. The same reason a cop can give you a ticket for not having a lens on or a cracker lens. You will never see legal clear tail lights for the HHR. The reflectors are also DOT mandated, that's why the clear ones they sell say for off road use only.

my understanding is that as long as you have a red bulb you should be fine...

It probably comes down to state laws. They are so different from state to state. I know that doesn't work in NY.
