If I've figured this out correctly the H 025 on your plates is unique because it designates the Primorsky Krai with the registration issued in Vladivostok.

As for the prestigious licenses - I'll tell you.
I know in the United States any inscription on the license can be bought officially. In Russia, too, can be bought - but not officially, to bribe the local police chief.
The American "beautiful license" does not give the owner the benefits, only inflated his cheeks. Russian "beautiful License" - a real advantage. The basic idea - officials need to identify "the - another" privilege for "their" and extortion of money from all the others.
A police officer looks away when this car breaks the rules. Other privileges of the officials. Beautiful License says - this man is not easy, he has money and connections.
Russian car's license consists of two parts:
1. license number - three letters and three numbers. For example: H 025 PB
2. number of the region - my region 66 or 96, the Sverdlovsk region. These numbers are located in a separate window on the right, next to the flag of Russia.



Beautiful licenses are:
"001" - a very cool and very expensive, the owner is a rich man.
All three letters are identical in the number part of a license, "A...AA" or the "O...OO" - also treasure and power. The rural bandits are very fond of such license.
The letters "C...BO" - the car belongs to the Government of Sverdlovsk region, or a member of the government - untouchable, not penalize, everywhere let. There are combinations of letters to the Municipal authorities of different cities, for the cops, for other government organizations.
Again, all this not officially. In words - the state opposes this, in fact - Forever corruption.
The coolest people do not have a license at all - everyone patrols knows their cars by heart. But in Yekaterinburg, we do not have this insanity, Yekaterinburg - a relatively law-abiding city, although the district "Uralmash" is known throughout the country.
With regard to my license - I did not pay for it, got on a common basis. What it's like a license of Demin - a simple coincidence. But the very fact of this - interest to mr. Demin

Here in the U.S. certain people of great celebrity or wealth like the late Steve Jobs, or Bill Gates the head of Microsoft, can get away with no plates on their vehicles.

Government agencies, legislators, police agencies, rescue & fire services all have their own specific special plates issued either by the state government or federal government.

Regular citizens have plates issued by the state they reside in, and in almost every state there are special plates offered for an additional fee which may show the owner's affiliation with a club, fraternal organization, or support of a special cause like wildlife welfare.

Then there are "Vanity Plates" where the owner can for an additional fee, personalize their plate with a combination of letters or letters and numbers that are significant to them.

All of the plates used here are different for every state, its easy to distinguish a North Carolina plate from a New York plate, and the states will change the designs of the plates every few years.

Here is a typical North Carolina plate, we are very proud of the fact that the first powered flight too place here in 1903.

The concept of "beautiful License" Russian successfully put into life on American soil.

For Americans, it looks like senseless set of letters and numbers. Russian sees a countryman from a distance, under license.

Principle - the Latin letter deciphered in Russian.
For example, the Latin "C" = Russian "S", or the Latin "X" = Russian "h", or the Latin "U" = Russian "ee", etc.
The figures are used, too: "3" = Russian "Z", "4" = Russian "ch", "6" = Russian " ' " (soft sign or "ь").
Thus, the senseless label license "3ABX03" meets "ZAVHOZ", which means "head of household" or the official responsible for the distribution of wealth.
Many licenses with obscene words and expressions. In general, you have the opportunity to become a decoder. I think, It is slightly exciting.
