Well up Nort here, its winter tires. See they put warm air in them so they do not look flat and sound like "wap, wap. wap." when you drive down the road. we use cool air in the summer to keep them from looking like balloons in the summer, but then they would be good in sand with low pressure..
I have used Bridgestone Blizzak snow tires for the last 12 years on all my cars in winter. They make a HUGE difference in winter over "all-season" radials. However, they wear out fast in dry warm weather so put them on just before the first snow and then remove them as soon as the snow ends in spring. This way you can get about 3 good winters out of them.

Yes, your best bet would be to go with the optional 205-60-16. They will not only be a little better in the snow, they are also usually cheaper in price...

I ran my HHR in the snow the first several months I owned it and never had a problem with the way it handled in upwards of 6-12" of snow. Now, if we got another snowstorm like the one I took pictures of and posted online HERE, that might be another story. It was several days before we could even consider being able to navigate the roads. We were instructed that unless we were emergency personnel, that we should stay home until things cleared a little. We had so much snow that day that it took 6 of us 4 hours to clear a path down to the sidewalk to the main road. That way, the on-site staff like myself could get to the grocery store across the street to pick up medication for the elderly and disabled residents of the building who were unable to trudge through 3 feet of snow.

According to this conversion chart if you plug in the numbers, at 65mph it would only be less than 1mph off. Check out the link....
