The stick at the top of this forum https://www.chevyhhr.net/forums/gm-r...-status-50716/ will get you to the official GM recall site. No need to register just enter your VIN. If it reports no recalls then there are no recalls outstanding. For the extended warranty part you will need to register.
There is also a link to the NHTSA recall site that will tell you the same thing.
What "ignition switch settlement"? There was a recall, evidently your vehicle was not involved or you don't remember having it done. Why do you think you need paper proof?

The ignition switch recall was expanded to cover all HHR's, 2006-2011. This occurred in 2014.
Since you have owned your HHR since 2012, then you were the owner when the recall started.
Are you saying you didn't have the recall work done ? Or, that you don't remember.

But my idea was, if the key was post recall, then he has evidence the recall was done, that website confirmed there are no open recalls, so GM should already have their paperwork from the dealership that performed the work

It does not have anything to do with if it was done or not. It has to do with resale value of a car with a dubious sort of recall. GM handled it poorly, making some buyers dubious. "What could pop up next, that they will Bill Clinton". For you youngsters that means deny, deny, deny until someone produces a semen stained dress.
