Ok, I am up to 2K miles on my SS and I have heard several folks talk about getting 1000 miles on the Turbo before it will kick in.

Bunk

I have looked everywhere for documentation that discusses this, nada!

Also, I have not noticed any performance difference between mile 100 and miles 1500 or anything in between, the Turbo works the same.

Your boost guage should let you know when turbo kicks in. What does it read?

I know when I had my cobalt ss, it wasnt until 5k miles or so till I so full boost. Not sure how turbos are these days but letting them warm up and cool down is/was a good idea.

On a turbo, if anything, the turbo needs to be making full boost early on. This is because seating the rings is even more crucial to ensure good lifetime performance out of turbo engine than with a normally aspirated motor. My wife's turbo-diesel Volkswagen, after the the initial 300 miles I flogged that thing like a Hebrew slave. Factory recommended oil change interval on it is every 10,000 miles and I stick to that, and it barely burns any oil at all between 10,000 mi changes. Less than 1/4 qt per 10,000 mi. And she drives it hard.

To seat the rings on a turbo engine, you have to give it full boost regularly early on in the mileage. Just keep the RPM's below 75% of redline until after 1000 miles. Full boost runs up to 75% of redline, let off and don't exceed that rpm. Once 1000 miles are accumulated, redline is fair game.

I've been driving mine like a rented mule since day one. In my opinion, these cars are made to drive and be driven hard. Why waste 1000 .. 2000 .. or 5000?!?! miles of your ride afraid of it. Of course, if you intend on keeping it 200k miles that might be a different story (might not though). I say enjoy the thing you bought.
