Might try a Mothers Power Ball and some polishing compound. I watched a neighbor use this on his vette that the po let the wheels go on. Cleaned them up very nicely.

i got that maguires wheel polish works awesome.. i dont know what they used detail quality stuff they just rubbed it on and wamo they were gone...
