I feel that this is more a GM issue than a suppier one. The suppier wants his money up front. If GM needs money to make it though the end of this year what else could it be? This might not be a build. It wouldn't suprise me.

Aren't they still supplying/delivering the Display for the automatic? Thought this was just a 5-spd compatibility (programing) problem? Wouldn't think GM's financial problems would be any different for the purchase of the UAF than it would be for any other component that they need to source to build these cars. Suspect they might give up trying to get this to work with the manual transmission at some point if it starts to look like a length and costly endeavour. As if it hasn't already been lengthy.

That's where things get weird, apparently a couple were made for the 5Sp and are out at dealers. A couple people have posted about even test driving them. I agree with the possibility of it being a money issue at this point.

I recall reading some info that GM was stated as saying their suppliers, for the most part, have been providing credit for supplies ordered (Not asking for Cash on delivery).

Then you have the Cobalt. I'm sure the computer module (PCM?) is different, but you should be able to copy the necessary routines over and then modify to fit the HHR.
