You could always check out a vehicle in your neighbourhood that seems to be the only one like it around, and ask the guy selling if he has any caps for that type of vehicle and see if by chance they go missing off that vehicle. I noticed the EBay seller lives in Phoenix as well. Maybe you could even ask to pick them up rather than have them shipped too, then you would have their address, since at that point I doubt it would be a coincidence.
File the report. At the very least, he'll be on the map. A large city like Phoenix probably won't result in any charges being filed, but if he's really stealing the stuff, it may be a nice shot across his bow.
In a small town, he'd already be in jail. I had a client once that was charged with a State, not municipal, stealing charge for a 10 cent cup of ice in a small county.

I run a 10,000 seat Arena here in Talle. One of my employees got a call about someone using her ATM card to buy rims and tires in Miami. Long story short, this happened to a lot of people here in town over about a week. The FDLE ended up catching 3 Circle K employees with a "scammer" card reader less than a mile from her house. Total damage by these 3 people were over 180 counts of CC fraud in the tune of $250,000+, granted her ATM company started the investigation but the whole point of this is: The crime or crimes committed against you usually happen by individuals that you have some sort of interaction with on a somewhat regular basis, or live in close proximity to your residence and see your property on a regular basis.
Another friend had a flat-pull trailer taken from his driveway on the one night that he didn't pad lock the Ball-Socket. It took three months but he got the trailer back when he came home from work ealy one day and saw it a few houses over. Apparently, his neighbor's brother was the one to steal it.
