I wouldn't want to even try mounting a defense in court for that idea, "the cute puppy made me do it" defense is risky because in 12 jurors + 1 alternate, you usually have 2 cat lovers. You do know, that on occasion, I'm happy that I'm not licensed to practice law in your state..right?

It would depend on whether that type of vehicle code violation is considered a "Primary Offense" like a missing front plate is under Washington State Statute RCW 46.16.240. Attachment of plates to vehicles — Violations enumerated.

As of now, the vehicle pictured above could not be stopped for the lack of mudflaps and fender flares, but if stopped for another primary offense such as speeding, then a "Fix It" ticket could be written for the vehicle code violations.
