Some state inspections are only safety, i.e. lights work, wipers, tires stuff like that. In NC my 06 STS V passed with the air bag light on, they said that it being on didn't matter as long as emissions were compliant and tires, lights, wipers etc all worked.

Guess I was fortunate, my converter failed just before the five year emissions expired, so both the converter and flex pipe were replaced under warrantee. That was in 2012, its been fine since.
